Here’s something I missed when it was initially being discussed over at GameDev.net. The Simple OpenGL Image Library was created as an enhancement of Sean Barret’s stb_image (something else I’d overlooked before). The author wanted a lightweight, dependency-free image loader for his OpenGL textures. Several people in the GDNet thread mentioned that they were dropping SDL_Image in favor of SOIL. I think a port to D is in order.
